Fire Investigations Unit


The Wichita Fire Department - Fire Investigation Unit (FIU) is a specialized unit assigned to the Fire Prevention Division. The members of the Unit are extensively trained in all aspects of the fire investigation field, including fire behavior, building construction, fire pattern analysis, photographing and diagrams, report writing, evidence collection, fire code enforcement, fire death investigation, and testify as experts in a court of law.

The FIU consists of 1 Captain, 4 Lieutenants, 3 Firefighter/Investigators (assigned to MA-1 in Operations Division), and 1 accelerant detection K-9. Five of the eight members of the FIU hold national certifications in fire investigation, and three members are internationally certified. The Kansas State Fire Marshal’s officer certifies all Investigators.

The FIU responds to all major structure fires, arson fires, and serious injury and fatality fires. On average, the FIU investigates 300 fires per year, making us the busiest municipal fire investigation unit in the State of Kansas. The FIU works an average of 80 arson cases with a 35% clearance rate (better than the national median of 23%). The FIU has a lifetime arson conviction rate of 92.3%.

The FIU members are:

Fire Marshal Brad Crisp – IAAI/CFI - NAFI/CFEI

Fire Marshal Crisp is a 20-year veteran of the Wichita Fire Department. Crisp has spent the last 13 years in fire prevention, as an inspector, public educator, and fire investigator. Crisp was promoted to Fire Marshal in October, 2009. Crisp was certified as an investigator in 1998 and has investigated over 650 fires. Crisp has a Master of Arts degree in Criminal Justice, and over 1,200 hours of training in fire investigation. He is an adjunct instructor for the Butler Community College Fire Science Program, and a Bureau of Alcohol, Tobacco, Firearms, and Explosives Accelerant Detection Canine handler. Crisp is certified in the Uniform and International Fire Code, as well as being certified through the National Association of Fire Investigators as a Fire and Explosion Investigator NAFI/CFEI. Additionally, Crisp is certified through the International Association of Arson Investigators as an IAAI/CFI. Crisp serves on the Board of Directors for the Kansas Chapter of the International Association of Arson Investigators, as well as the South Central Kansas Arson Strike Force.


Captain Stuart Bevis – IAAI/CFI – NAFI/CFEI

Captain Stuart Bevis is a 23-year veteran of the Wichita Fire Department. Captain Bevis has spent the last 15 years in fire prevention as a fire investigator and was promoted to the supervisor position over the FIU in 2008. Captain Bevis was certified as an investigator in 1995 and has been the lead investigator of more than 800 fire scenes Captain Bevis has a Bachelors degree with emphasis in Fire Prevention Technology, and over 1000 hours of training in fire investigation. Captain Bevis is certified through the International Association of Arson Investigators as a Certified Fire Investigator, and through the National Association of Fire Investigators as a Certified Fire and Explosives Investigator. Captain Bevis also serves on the Board of Directors of the Kansas Chapter of the International Association of Arson Investigators.


Lieutenant Darren Mullen – IAAI/CFI – NAFI/CFEI

Lieutenant Darren Mullen is a 15-year veteran of the City of Wichita, and a 13-year veteran of the Wichita Fire Department. Lieutenant Mullen began his career with the City of Wichita in 1995 as a Police Officer and Firefighter at the Wichita Mid-Continent Airport Public Safety Department. In 1997, Lieutenant Mullen transferred to the Wichita Fire Department as a firefighter and was stationed at Station #9 at Kellogg and Edgemoor. In 2001, Lieutenant Mullen was certified as a Fire Investigator through the Kansas State Fire Marshals Office. In 2003, he was promoted to the rank of Lieutenant and assigned to the Fire Investigations Unit as a Fire Investigator. Lieutenant Mullen has an Associates of Applied Science in Fire Science from BCCC and a Bachelor of Science degree in Criminal Justice from Wichita State University, and over 1,000 hours of training in fire investigation. Lieutenant Mullen is a Certified Fire Inspector in International Fire Code, as well as being a Certified Fire Investigator through the International Association of Arson Investigators, and a Certified Fire and Explosion Investigator through the National Association of Fire Investigators. He is also certified as a Full-Time Law Enforcement Officer through the Kansas Law Enforcement Training Center, and an EMT-I.

 


Lieutenant Troy Thissen – NAFI/CFEI

Lieutenant Thissen is a 17-year veteran of the Wichita Fire Department. Lieutenant Thissen has served 7-years in the Fire Investigation Unit, 2-years as a Lieutenant.  Lieutenant Thissen has served as a member of the Technical Rescue Team, and has been a member of the Wichita Police Department SWAT Team serving as a Tactical Medic for 2-years. Lieutenant Thissen has investigated over 250 fires, and has completed over 1250 hours of fire investigation and law enforcement training.

Lieutenant Joe Evans is a 13-year veteran of the Wichita Fire Department. Lieutenant Evans began his career with the City of Wichita in 1997. In 2005, Lieutenant Evans was certified as a Fire Investigator through the Kansas State Fire Marshal’s Office. Lieutenant Evans started in the Fire Investigation Unit and was assigned as one of three Firefighter/Investigators. In 2008, he was promoted to the rank of Lieutenant and assigned to the Fire Investigations Unit as a Fire Investigator. Lieutenant Evans has investigated over 200 fire scenes and has completed over 500 hours of fire investigation and law enforcement training.
 

 

Firefighter/Investigator Jeff Luper – NAFI/CFEI

Lieutenant Jeff Luper is a 14-year veteran of the Wichita Fire Department. Lieutenant Luper began his career with the City of Wichita in 1996. In 2005, Lieutenant Luper was certified as a Fire Investigator through the Kansas State Fire Marshal’s Office. Lieutenant Luper started in the Fire Investigation Unit and was assigned as one of three Firefighter/Investigators. In 2008, he was promoted to the rank of Lieutenant and assigned to the Fire Investigations Unit as a Fire Investigator. Lieutenant Luper has investigated over 200 fire scenes and has completed over 500 hours of fire investigation and law enforcement training.

Jarrod Menges

A 5-year veteran of the Wichita Fire Department, Firefighter Menges is one of three firefighters who assist the Fire Investigation Unit in daily activities. Though assigned to Fire Operations, these men assist the FIU in scene investigations and case follow-up, as well as acting as a Lieutenant Investigator when personnel are off duty. Firefighter Menges is in the process of receiving his initial fire investigation training. Firefighter Menges spent numerous years with the Wichita Police Department before transferring to the Wichita Fire Department and is commissioned as a law enforcement officer.

Chris Dugan

A 6-year veteran of the Wichita Fire Department, Firefighter Dugan is one of three firefighters who assist the Fire Investigation Unit in daily activities. Though assigned to Fire Operations, these men assist the FIU in scene investigations and case follow-up, as well as acting as a Lieutenant Investigator when personnel are off duty. Firefighter Dugan has completed over 200 hours of training and has investigated numerous fires. Firefighter Dugan is certified by the Kansas State Fire Marshal’s Office.

Mark Reibenspies

A 19-year veteran of the Wichita Fire Department, Firefighter Reibenspies is one of three firefighters who assist the Fire Investigation Unit in daily activities. Though assigned to Fire Operations, these men assist the FIU in scene investigations and case follow-up, as well as acting as a Lieutenant Investigator when personnel are off duty. Firefighter Reibenspies has completed over 200 hours of training and has investigated numerous fires. Firefighter Reibenspies is certified by the Kansas State Fire Marshal’s Office.

A 18-year veteran of the Wichita Fire Department. Firefighter Zane spent 9 years on the Hazardous Materials Team acquiring his tech 1 and 2 level certification. Firefighter Zane is one of three firefighters who assist the Fire Investigation Unit in daily activities. Though assigned to Fire Operations, these men assist the FIU in scene investigations and case follow-up, as well as acting as a Lieutenant Investigator when personnel are off duty. Firefighter Zane has completed over 200 hours of training and has investigated numerous fires. Firefighter Zane is certified by the Kansas State Fire Marshal’s Office.

Accelerant Detection Canine


Sporty is a 15 month old, female, black Labrador retriever trained by the Bureau of Alcohol, Tobacco, Firearms and Explosives as an Accelerant Detection Canine. Sporty came to the BATF from the “puppies behind bars” program in New York and underwent six weeks of training in Front Royal Virginia before being teamed with her partner, Captain Stuart Bevis of the WFD-FIU. An additional six weeks of training as a team was required before the ADC team was certified on their ability to locate several types of ignitable liquids. The ADC team of Sporty and Captain Bevis will assist with fire scene investigations in the City of Wichita and in surrounding areas when requested. Additionally, the team will be utilized as an investigative resource by the BATF when needed.

K-9 Bella (RETIRED)
Accelerant Detection Canine

Bella is a 2 year old, female, black Labrador retriever trained by the Bureau of Alcohol, Tobacco, Firearms and Explosives as an Accelerant Detection Canine. Bella underwent six weeks of training in Front Royal Virginia before being teamed with her partner, Captain Brad Crisp of the WFD-FIU. An additional six weeks of training as a team was required before the ADC team was certified on their ability to locate several types of ignitable liquids. Shortly after Bella and Captain Crisp returned from training, Crisp was promoted to Fire Marshall. Due to the demands of Fire Marshal Crisp new position, the Bureau of Alcohol, Tobacco, Firearms and Explosives retired Bella. During her time within the Unit, Bella was utilized at several fire scenes with positive alerts. Bella currently lives with Fire Marshal Crisp and retired K-9 Jodi.

Accelerant Detection Canine

Jodie is an 8-year old Labrador Retriever, trained and certified by the Bureau of Alcohol, Tobacco, Firearms, and Explosives as an Accelerant Detection Canine (ADC). Jodie is assigned to Captain Brad Crisp of the Wichita Fire Department, Fire Investigations Unit. Jodie is a food reward/passive response K-9 who has worked 294 fire scenes since her initial certification in 2001. Jodie is trained to display a change in behavior (alert) when she encounters specific types of ignitable liquids, including, but not limited to gasoline, diesel, solvents, lighter fluid, and lamp oil. There are only 70 ATF-ADC’s in the United States.

Total uses in accidental or undetermined fires – 105

Total uses where felony arrest has been made – 52

Total accuracy rates for samples collected – 99.10%

Total demonstrations for schools and civic groups – 109
